• 1. CALL TO ORDER: The January 25th,2023, Meeting of the Clay Township Board was called to order at 6:00 p.m. by Chair Andy Kietzman, and those present recited the Pledge of Allegiance.The Oath of Office was recited by the following board members. Jeff Haukebo, Supervisor, Mike Lichter, Supervisor and Kristina Case, Clerk.
• 2. ROLL CALL: Present: Chair Andy Kietzman, Supervisors Jeff Haukebo and Mike Lichter, Treasurer Del Holz, and Clerk Kristina Case. Absent: None.
• 3. APPROVAL OF AGENDA: A motion was made by Kietzman, seconded by Haukebo, and unanimously carried to approve the agenda as presented.
• 4. APPROVAL OF MINUTES:
  • A. Clay Township Regular Meeting Minutes-November 16, 2022: A motion was made by Kietzman, Seconded by Lichter, and unanimously carried to approve the Clay Township Regular Meeting Minutes for November 16, 2022, with the following changes: Page 4, Line 6, Change from Haukebo to Kietzman.
  • B. Clay Township Canvass Board Meeting-November 16, 2022: A motion was made by Kietzman, Seconded by Lichter, and unanimously carried to approve the Clay Township Canvass Board Meeting minutes for November 16, 2022, as presented
• 5. NEW BUSINESS:
  • A. 2023 Property Taxes: Case provided proposed property taxes 2023. Taxes going from $160 in 2022 to $158 in 2023.
  • B. Aquatic Invasive Species (AIS) funding: Received a letter from Hubbard County in reference to AIS funding general information and how to contribute. Kietzman stated Brian Livingston is looking to lock down townships funding for the 2023 AIS program for Big Mantrap Lake landing. The program decreased to 8 hr shifts to align with the rest of the county. Out of the inspected boats 1.7% of the boats had aquatic invasive species including Milfoil and Stary stonewort. Contribution last year covered 154hrs. Increase this year from 23 to 25 would be 136 hrs for 2023. Brian stated any help would be appreciated. The deadline to submit funding is January 31st, 2022. A motion was made by Kietzman, Seconded by Lichter, and unanimously carried to approve a contract for services in the amount of $3,600 to support AIS funding on Big Mantrap Lake.
  • C. MAT Clerk Training Invoice was paid in error. Case explained she tried to sign up for training however was denied since she was not actually elected yet. MAT sent Invoice and Del paid. Case will address when she attends training at MAT office in St Michael in February.
  • D. MAT Clerk Training in St Michael, February Case advised she would like to attend in person training at main MAT office in February. Wanted to know if a hotel room the night prior to training would be approved. Board advised they would cover hotel room and milage.
  • E. Invoice for Clerk stamp was submitted
  • F. Headwaters Center for lifelong learning “Contract for Services” Case stated she received a letter. Kietzman advised to start a file to be addressed at annual meeting March 14th, 2023
  • G. MPCA- Environmental Analysis and Outcomes Division Notice of Hearing Case stated she received letter. Discussion took place and concluded it did not have an impact on Clay Township
  • H. US Census Bureau Online Survey Case stated she received survey in the mail. Haukebo stated he will take care of it.
  • I. Clay Township Stipends Holz advised the pay scale has not changed since January 27th, 2013. See attachment. Discussion followed. A motion was made by Haukebo, Seconded by Lichter, and unanimously carried to accept the recommendations by Holz.
• 6. OLD BUSINESS:
  • A. Deep Lake Campground Issue Kietzman reached out to Chip Lohmeier, no response.
  • B. Roads Lichter reports nothing major. Few questions about sand on jigsaw and plowing. Waiting for polymer chloride package to come for prices.
  • C. Trust Public Land “Sheep Ranch” Progress stalled. Permission was requested to take possession in the summer. Karmal to Steamboat forest road. Discussion followed. Possible to connect to deep lake, limitations on parking lot keeping to non motor vehicles.
• 7. APPROVAL OF TREASURERS REPORT: Holz presented his written treasurer’s report to the board (see attached). Holz advised he overpaid 941 by $89.17. Advised he would not request reimbursement for misc. expenses listed. Discussion followed. A motion was made by Kietzman, seconded by Lichter, and unanimously carried to approve the treasurer’s report and to pay the outstanding invoices including reimbursement to Holz.
• 8. ADJOURNMENT: A motion was made by Kietzman, seconded by Lichter, and unanimously carried to adjourn the meeting at 6:59 p.m.
