CLAY TOWNSHIP BOARD MEETING

March 27th, 2024 6:00 PM

  1. CALL TO ORDER: The March 27th, 2024, Meeting of the Clay Township Board was called to order at 6:00 p.m. by Chair Andy Kietzman, and those present recited the Pledge of Allegiance.
  2. ROLL CALL: Present: Chair Andy Kietzman, Supervisors Jeff Haukebo and Mike Lichter, Treasurer Brandi Ward and Clerk Kristina Case.
  3. APPROVAL OF AGENDA: A motion was made by Kietzman, seconded by Lichter, and unanimously carried to approve the agenda as presented.
  4. APPROVAL OF MINUTES:
    1. Clay Township Regular Meeting Minutes-January 24th, 2024: A motion was made by Haukebo, seconded by Lichter, and unanimously carried to approve the Clay Township Regular Meeting Minutes for February 28th, 2024 with correction to line 18 from his to hers.
  5. NEW BUSINESS:
    1. Spring Short Courses: April 3rd Bemidji and April 15th Breezy Point
    2. Park Rapids Fire Contract: A motion was made by Kietzman, seconded by Lichter, and unanimously carried to approve payment for 2024 Fire Contract.
    3. Mantrap Valley Conservation Club Bingo Application: Form LG240B. A motion was made by Haukebo, seconded by Kietzman, and unanimously carried to approve the application for Bingo.
    4. Treasurer Computer: Computer does not have Word or Excel, State Auditors software CTAS. HVH accountant to process quarterly reports. A motion was made by Lichter, seconded by Kietzman, and unanimously carried to approve purchasing CTAS, Microsoft Office and HVH to process quarterly reports for 1 year.
  6. OLD BUSINESS:
    1. ROAD REPORT: Annual maintenance, process is more complete and costs more. Lichter suggests we set a budget for Roads going forward. Discussion followed.
  7. APPROVAL OF TREASURERS REPORT: A written report not available due to treasurer not having Microsoft. Quarterly wages $2864.40. Contract for Services: Hubbard First Response $2500. Headwaters Animal Shelter $200. Headwaters Center for Lifelong Learning $500. Park Rapids Area Library $800. Kinship of Park Rapids $200. Hubbard County Food Shelf $400. Living At Home of Park Rapids $400. Hubbard County Historical Museum $300. Bills: City of Park Rapids $6217.80. Hubbard County $345. Cumber $185. Painted Oaks 75.16. Forum $23.32. MAT spring training $75. MAT spring training open to be completed at training in Bemidji.  A motion was made by Kietzman, seconded by Haukebo, and unanimously carried to approve the treasurer’s report, to pay the outstanding invoices.
  8. ADJOURNMENT: A motion was made by Haukebo, seconded by Lichter, and unanimously carried to adjourn the meeting at 6:50 p.m.
